Prerequisites
- Project code, WBS, cost category, responsible organisation, resource and contract masters are standardised.
- Budget versions, baseline freeze, change approval, control severity and variance thresholds are approved.
- Project dimensions and interfaces across purchasing, issue, time, expense, subcontract, revenue and GL are tested.
Completion checks
- Any variance traces to budget version, commitment, actual transaction, accounting record, owner and corrective decision.
- Budget, commitment, actual, estimate at completion and GL reconcile by WBS and cost category.
- Access tests prove unauthorised users cannot change baseline, bypass overspend control, reassign cost or close the project.
Common errors
- Comparing budget only with posted actuals while ignoring commitments, unreported time and uninvoiced cost.
- Overwriting budget or project attribution and losing variance history and accountability.
- Equating progress percentage with cost completion without re-estimating remaining work.
