Prerequisites

  • Budget organization, responsibility centre, account, project, expense type, period, currency and data access align with management definitions.
  • Budget version, control dimensions, commitment point, control severity, overrun tolerance and exception approval are approved by management.
  • Commitment release and recommitment across requisition, order, contract, expense, payable and payment have been tested.

Completion checks

  • A sampled expense or purchase shows budget dimensions, available amount, commitment, control result, exception approval and later release from the business document.
  • The budget total reconciles to organization, responsibility centre, project, expense and period details, with consistent transaction and functional currency rules.
  • Cancellation, return, amount change and period shift leave no duplicate commitment or unexplained negative availability; every adjustment retains version, reason, approver and effective date.

Common errors

  • Budgeting only by GL account while business requests use department, project and expense type, leaving no matching control dimension.
  • Committing the same amount again at requisition, order, receipt, invoice and payment.
  • Editing the original budget after overspend and losing the audit chain among baseline, approved adjustment and actual variance.

Steps

01Create the annual budget scenario and version with organization, responsibility centre, account or expense, project, period, currency, preparer and approval hierarchy, retaining assumptions and definitions.
02Spread the approved budget by month or quarter, check that totals reconcile across detail, period and organization, then freeze the official version; drafts must not control execution.
03For requisition, purchase order, contract, expense request, reimbursement or payment, configure inquiry, warning, soft control or hard control and define exactly when budget is committed and released.
04On submission, check available, committed, actual and open obligations. An over-budget request must record reason, amount, affected period and funding alternative before authorized approval.
05When a document is cancelled, changed, returned, reimbursed or paid, release, transfer or convert commitment to actual under the approved rule so the same amount is not committed twice or released early.
06Compare budget, committed, actual, forecast and variance regularly and classify price, quantity, timing, scope and FX causes. Use a new version or controlled transfer for changes rather than overwriting the baseline.
